The range: competitiveness of ports

In 2008 the French government undertook fundamental reforms to restore French ports competitiveness. This reform is part of a trend of virtuous sustainable development aimed at promoting economic development whilst reducing environmental impact and it specifically aims to reinforce the role of developer for the port authorities in order to respond to user expectations better.

Excellent financial resources for strong development potential

The 2008 reforms were based on a major investment programme with contributions from Europe and local authorities and particularly through State-Region project contracts.

Between 2009-2013 the programme was 2.5 billion Euros.

In total, in 2010, for all French ports estimated turnover was 4.5 billion Euros (41% of total foreign trade volume) with almost 40,000 direct jobs, and 120,000 indirect jobs and new jobs in the port sector.

In October 2013, the government reaffirmed its policy of strengthening competitiveness and stimulating development with a National Ports Strategy, with 3 major areas identified:

  • construction of integrated logistics solutions,
  • improved industrial policy,
  • increased role in planning and administrating.

Multidisciplinary technological innovations expected

Current and future challenges:

  • implementation of new energy supply sources, such as liquefied natural gas, or onshore power supply for ships on stopovers,
  • treatment of solid or liquid waste stored on board ships,
  • improve and secure handling,
  • simplification of maritime procedures and customs controls.

Port modernisation is an important issue for research departments and French businesses involved in public maritime works.
It offers them short, medium and long term opportunities in Europe but also in North Africa, America and Asia which are continents where French companies are present.

Multi-use platforms at sea are also part of the Pôle’s action plan. These platforms could create new activities and facilitate the installation of offshore port facilities, in addition to traditional ports.

Port cities; hotbeds of experimentation and creativity

Port cities are great experimental laboratories in the heart of densely populated urban areas. They often combine an industrial base with complex environmental problems. This then gives rise to innovative projects, especially for marine renewables, which generate new economic sectors and jobs.
