Marine areas are a vital part of the European economy. Nearly 90% of the European Union’s external trade and 40% of internal trade is transported by sea. Protection of global sea lanes is now considered one of the essential elements of security for both states and citizens.
Perimeter, a growing need for solutions
In the past thirty years changes in society and technology as well as changes in the geopolitical and economic balance have led to the emergence of new risks.
Globalisation and the development of offshore activities increase the potential risk of loss of life, destruction of property and long term damage to marine and coastal environments. Recent events highlight the changing needs of maritime safety and security:
- increased trade using already very overcrowded and sometimes unsafe waterways, illegal migration and illicit trafficking;
- increased exposure of coastal communities to industrial, environmental and climate related disasters;
- protection of underwater cable networks and development of Marine Renewable Energy (MRE);
- management of fisheries leading to the implementation of new regulations.
Each year 350 million passengers and 3.5 billion tonnes of cargo pass through European ports and waterways. Customs control is essential and requires innovative methods. Counterfeiting is on the increase in all sectors and even in the field of medicine, with potentially serious health risks. Although the statistics seem to show an overall decline in piracy, it is still increasing in some areas. The French State is responding by easing regulations allowing armed security teams to board merchant ships.
Major technological innovations
Technological challenges combine development of innovative solutions and services with a model that is economically viable for public and private participants:
- improved performance and operation of radar, optronic and sonar sensors,
- networking of sensors and information fusion,
- data enrichment to aid decision making for operators and autonomy of drones,
- upgraded speed, range and security for data transmission particularly for e-navigation
- deployment of drones for surveillance and intervention
- handling and storage of Big Data.
A broad industrial base
A considerable industrial base across PACA and LR including purchasers and large international defence groups enables cross fertilisation between SMEs and laboratories which promotes the creation of innovative solutions. The Pôle’s location close to France’s largest military port facilitates beneficial business returns crucial for the evaluation of future technology and to prepare for the future.
The S.E.A Lab, a showcase of software intensive complex systems engineering, at the core of the System Factory, will help accelerate market introduction of dual differenciated innovations at the Technopôle de la Mer.
